Joseph P. Kennedy II

Kennedy founded the non-profit company in 1979 to provide low-cost heating oil to the poor and elderly. Under his leadership, Citizens grew to encompass seven separate companies, including the largest energy conservation firm in the U.S. During his tenure, Citizens became one of the nation's first energy firms to move large volumes of natural gas to over 30 states. As a precursor to market changes under electricity deregulation in the late 1990s, Citizens was a pioneer in moving and marketing electrical power over the grid. More recently, Citizens has expanded its oil heat program to serve customers in 16 states and the District of Columbia, as well as pursued renewable energy projects involving wind and geothermal generation. Each commercial venture is aimed at generating revenues that in turn would be used to assist the poor and those in need in the United States and abroad.
During his 12 years on Capitol Hill, Kennedy devised creative and innovative approaches to addressing social needs, particularly in the ways that the private sector, rather than government agencies, could help communities achieve economic growth and prosperity. Kennedy's many initiatives included legislation that:
  • Expanded the availability of credit to working Americans to buy homes and open businesses. Fair lending reforms introduced by Kennedy have allowed hundreds of thousands of families to obtain mortgages.
  • Helped create hundreds of thousands of new affordable housing units nationwide by introducing tax credits to stimulate private investment in neighborhood housing developments.
  • Proposed a balanced budget amendment as a vehicle to end skyrocketing deficits, bring down interest rates, and free up investment capital for business growth rather than government bonds.
  • Overhauled federal public housing law for the first time in 60 years, giving local housing authorities the tools they need to raise standards while protecting the poorest Americans who depend on public housing for shelter.
  • Preserved and expanded federal research and development accounts that stimulate the creation of new technologies and build the foundation for new jobs and business growth.
Throughout his career in Congress, Kennedy served on the House Banking Committee, where he played an active role in the federal savings and loan bailout, credit reporting reform, Glass-Steagall overhaul, and financial modernization. Kennedy also served on the House Veterans Affairs Committee, passing legislation to strengthen the veterans health care system, investigate the causes of Persian Gulf Syndrome, and provide medical treatment for veterans of the first Persian Gulf War.
In addition to his role as Chairman and President of Citizens Energy, Kennedy advises and serves on the boards of several companies in the energy, telecommunications, and health care industries. The son of the late U.S. Senator Robert F. Kennedy and Ethel Kennedy, Joe Kennedy is married to Beth Kelly Kennedy and is the father of twin sons. He is a graduate of the University of Massachusetts at Boston.
Peter F. Smith
Peter F. Smith joined Citizens Energy in November 2000 as Chief Operating Officer. In this role he reports directly to the Chairman and President and is responsible for all aspects of Citizen's business and charitable activities. Most recently, he worked on establishing and expanding Citizen's strategic relationship with CITGO to provide discounted heating oil to hundreds of thousands of low-income families across 16 states. Prior to joining Citizens Energy, he was a Manager at the Boston Consulting Group (BCG), an international strategy and general management consulting firm focused on helping leading corporations create and sustain competitive advantage. He also spent five years on active duty with the United States Coast Guard, serving as a deck watch officer aboard the 270' cutter Escanaba in Boston and Commanding Officer of the 110' cutter Tybee in San Diego. Smith holds a B.S. in economics from the U.S. Coast Guard Academy and an M.B.A. from Harvard Business School. He and his wife Debi are the parents of four children, Robert and Sarah, and twins Michael and Eric.
Joseph A. Moran
Joseph A. Moran III is the Chief Financial Officer and Treasurer of Citizens Energy Corporation. As a senior executive with thirty years of financial, accounting and managerial experience he is responsible for corporate finance, administration and investment management for the corporation, its subsidiaries and affiliates. Mr. Moran joined Citizens Energy Corporation in 1984 as its first Controller, was promoted to Vice President of Finance in 1989 and subsequently to Chief Financial Officer and Treasurer in 1996.

Prior to joining Citizens Energy Corporation Mr. Moran served as Controller of Education Management Corporation, a non-profit training company formed by Boston University. Before then he was employed in Boston University’s Office of the Comptroller as an Account Analyst in the General Accounting Department, an Associate Administrator in the Grants and Contracts Department and as the Assistant Manager in the Student Loan Department. Mr. Moran also served six years in the United States Army Reserves. He received an A.S. in Accounting from Quincy College and a B.S. in Accounting from Boston University and attended Suffolk University’s Masters in Finance program. He and his wife are the parents of twin daughters.

Roger Freeman
Roger M. Freeman joined Citizens Energy in 2005 as Managing Director, Energy Ventures. He is responsible for managing Citizens Energy's for-profit energy ventures, including Citizens Wind. Mr. Freeman is responsible for all aspects of Citizens Energy's wind development business, including business planning and strategy, wind project development and finance, and legal and regulatory affairs. Mr. Freeman also leads Citizens Energy's initiatives in energy efficiency and distributed generation. Prior to joining Citizens, Mr. Freeman practiced corporate and energy law in Boston where he had a national practice representing alternative energy companies and investors. In addition to wind power, Mr. Freeman has extensive experience with distributed generation.

Mr. Freeman received his J.D. from the University of Virginia School of Law in 1992. He received his BA in economic, with honors, from Oberlin College in 1987. Mr. Freeman has served on the editorial advisory board of Distributed Energy magazine and is a frequent speaker and moderator on alternative energy issues. He was one of the primary drafters of the Massachusetts Model Interconnection Tariff. He has been a member of the Executive Committee of the Northeast Combined Heat and Power Initiative and the Energy Conference Committee of the New England Canada Business Council. Mr. Freeman is a member of the American Bar Association and served as vice chair of the ABA’s Renewable Energy Committee. He is also a member of the Boston Bar Association and is licensed to practice law in Massachusetts.

Dr. Evelyn Murphy
The former Lieutenant Governor of the Commonwealth of Massachusetts, Dr. Evelyn Murphy is President of The WAGE Project, Inc., a national organization to end wage discrimination against working women, and Resident Scholar in the Women’s Studies Research Center at Brandeis University. In October 2005, she authored a book on women’s wages entitled Getting Even: Why Women Don’t Get Paid Like Men and What To Do About It, published by Simon & Schuster. Dr. Murphy is a corporate director of SBLI USA Mutual Life Insurance Company and serves as a founding director of The Commonwealth Institute, a trustee of Regis College, Honorary Chair of the Lost Coin Women’s Fund, Inc., a director of The Polaris Project, and a visitor of Boston University’s School of Public Health. Dr. Murphy was the founding President of the Healthcare and Policy Institute, a non-profit charitable affiliate of Blue Cross and Blue Shield of Massachusetts dedicated to expanding health care for underserved women, families of color, children, and seniors. When elected in 1986, Dr. Murphy was the first woman in the state's 220-year history to hold constitutional office. Prior to her election, she served in the Governor's Cabinet as Secretary of Environmental Affairs, responsible for all environmental policies and line management of 5,000 public employees. She later served as Secretary of Economic Affairs, directing 3,000 employees and initiating innovative programs in corporate child care and development of the biotechnology, marine sciences, polymers, photovoltaic and microelectronic industries. Murphy holds a B.A. from Duke University in mathematics, an M.A. from Columbia University in economics, and a Ph.D. from Duke University in economics.
Bill Achtmeyer
Bill Achtmeyer is co-founder, President, and Chief Executive Officer of the Parthenon Group, a strategic advisory consulting and principal investment firm with offices in Boston, San Francisco, and London. Achtmeyer is a recognized expert in corporate and business unit strategy and in mergers and acquisitions. Previously, he was a Director at Bain & Company where he led the mergers and acquisitions practice. Mr. Achtmeyer is Chairman of the Board of Overseers at the Tuck School of Business at Dartmouth, President of the Board of Lawrence Academy, and Vice Chair of the Board of Trustees of Belmont Hill School. He is former Chairman of the Massachusetts Society for the Prevention of Cruelty to Children. He also is an Overseer for the Handel and Haydn Society and the Boston Symphony Orchestra. Mr. Achtmeyer is a member of the board of Briggs and Stratton Corporation. Mr. Achtmeyer holds a B.A. in Public and International Affairs from the Woodrow Wilson School at Princeton University and an M.B.A. from The Tuck School of Business at Dartmouth.
Patrick T. Jones
Patrick T. Jones is a Founding Partner of Cooley Manion Jones. A trial lawyer for more than 27 years, he concentrates his practice on substantial personal injury cases. He manages the contingent fee practice at Cooley Manion Jones and has tried medical malpractice, product liability, construction site, eminent domain and general liability tort cases. His practice also has included real estate, securities, probate, insurance and commercial litigation. Mr. Jones is currently licensed to practice law in the federal and state courts of Massachusetts, Rhode Island and New Hampshire. In 2004 and 2005, Boston Magazine surveys of Massachusetts Bar Members rated Mr. Jones as one of the Top 100 Lawyers in Massachusetts and he has been selected as one of ten "Lawyers of the Year" by Massachusetts Lawyers Weekly. Mr. Jones is a member of the American Bar Association, the Massachusetts Bar Association, the Massachusetts Academy of Trial Attorneys, and the American Trial Lawyers Association. He is President of the Massachusetts Academy of Trial Attorneys in 2005-2006, and serves on the Board of Governors and Executive Committee. Mr. Jones also spends a portion of his professional life serving on the boards of non-profit corporations both inside and outside of Massachusetts. He has served on the Board of Trustees of St. Sebastian's School, Needham, Massachusetts since 2003. He is currently a member of St. Anthony Shrine's Guardian's Council. Mr. Jones attended the National University of Ireland (University College, Dublin) and graduated magna cum laude from The College of the Holy Cross. Mr. Jones attended Boston College Law School, graduating cum laude.
Arthur R. Greene, Jr
Randy Greene is the President and Founder of RBM Systems, Inc. Headquartered in Cambridge, Massachusetts, the company designs and implements sales process and merchandising strategies for financial institutions. RBM Technologies, an off-shoot of the firm, has been created to provide a sophisticated process management tool to help companies streamline the ongoing merchandising process, implement better market segmentation, and increase store sales success. Its web application, RBM FrontLine™, has been customized and scaled for retail banks, wireless retailers and apparel retailers in thousands of retail locations and serves as a one-stop system for all in-store marketing and merchandising materials.
