State Energy and Fuel Assistance
Low Income Home Energy Assistance Program
The Low Income Home Energy Assistance Program (commonly called LIHEAP or HEAP) provides money to low income homeowners and renters to help pay heating costs. The funds are distributed throughout Maine by 11 Community Action Programs, in most cases directly to the fuel vendors. The program is not intended to pay for all heating costs, but to assist in paying the heating bills.

To apply for LIHEAP and to be automatically considered for the Low Income Assistance Plan and the Appliance Replacement, Weatherization and Central Heating Improvement programs, contact your local Community Action Program (CAP) agency.

General Assistance Program
This program is provided in every town to assist in emergencies, including utility emergencies.

Utility Energy and Fuel Assistance
Low Income Assistance Program (LIAP)
Maine’s transmission and distribution utilities are required to create and maintain a LIAP to make electric bills more affordable for LIHEAP-eligible customers. The Maine State Housing Authority administers, implements, and coordinates the statewide plan and the individual LIAPs in conjunction with its delivery of LIHEAP.

Maine Public Service Power Co. Power Pact
LIHEAP-eligible customers who keep current with bill payments November - March may receive a credit up to $230 in June. The Aroostook County Action Program determines eligibility

Bangor Hydro Electric Assistance
LIHEAP-eligible customers may qualify for a rate discount. Depending on income, the percentage of the discount will vary based on the amount of electricity used.

Bangor Hydro Electric Emergency Assistance Program
Limited to AFDC families, or families with children under the age of 18, who may be eligible for AFDC, this program can assist families in paying past due energy-related costs in order to avoid being shut-off.

Energy Efficiency
Low Income Refrigerator Replacement
A collaborative effort involving Efficiency Maine, the Maine State Housing Authority, and the state’s Community Action Programs. The program replaces inefficient refrigerators and installs energy efficient lighting in the homes of qualified low-income consumers. Community Action Programs deliver the services.

The Maine Home Performance with Energy Star® Program links Maine homeowners with qualified, certified contractors who provide one-stop-shop access to a whole-house approach to home improvements.
